Battelle’s Critical Infrastructure Business Line is currently seeking candidates qualified to serve as a Task Leader in support of a Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD) client. This full-time position will support the DHS Office of Emergency Communications (OEC) located in Arlington, VA with the work to be performed on a Government site..
The Task Leader will lead a team supporting the design and implementation of national level plans and the development, coordination, and analysis of federal financial assistance policy. The team will include subject matter experts, technical specialists, engineers, and data analysts who will be responsible for the design, evaluation, and implementation of national level assessments; perform various technological, operational, and strategic studies; and assess, predict, and evaluate the impact of policy modifications and decisions. The team will also provide national level research projects, draft white papers, create project reports, and document highly complex technological, administrative, and programmatic analysis. The Task Leader provides daily, on-site leadership of assigned team members and coordinates with government and project team leaders as well as off-site team members and stakeholders and is responsible for the timely delivery of high quality team products and project deliverables.
THE FOLLOWING REQUIREMENTS MUST BE MET TO BE CONSIDERED FOR THIS POSITION:
Requires a bachelor’s Degree in a related field or equivalent experience and a minimum of five (5) years of experience in a related field, to include, but not limited to, Disaster Preparedness/Management, Crisis Management, Emergency/Continuity Planning, and/or Operations Center management/operations.;
Possess a minimum of five years of experience providing leadership to small teams supporting Federal Government clients in the development of key project deliverables.
Possess superior writing, speaking, presentation, and interpersonal skills.
Demonstrate the ability to plan, execute, and conduct moderate- to large-scale conferences, presentations, and workshops for Government clients.
Possess experience supporting federal financial assistance or grants policy.
Possess experience conducting Federal Government planning efforts to include emergency management planning, continuity of operations planning, and business continuity plans with oversight by senior technical personnel.
Possess experience coordinating with Federal, State, Tribal, Regional, Local, and/or Non-Governmental Organizations (NGOs) with guidance from senior technical personnel in support of clients.
Knowledge and technical experience required in the use of all Microsoft Office and Adobe Acrobat products.
Possess U.S. citizenship.
Must be able to pass a background check resulting in DHS Suitability assessment.
Familiarity or direct experience working in a Federal Government agency office environment.
THE FOLLOWING IS DESIRED, BUT NOT REQUIRED TO BE CONSIDERED FOR THIS POSITION:
Have completed a bachelor’s degree in Engineering or Computer Science.
Possess project management experience of projects valued between $500k to $1M per year.
Experience working in or supporting a Department of Homeland Security component or office.
Familiarity with public policy matters associated with homeland security, emergency management, or public safety communications.
