We are currently seeking a Client Program Analyst II. This position is located in Tampa, FL.

Primary Function

The Cooperative Defense Initiative Financial Analyst/Resource Manager is responsible for providing financial subject matter expertise in the preparation of current and out-year financial planning and programming recommendations. The successful candidate will provide a broad range of planning, programming, budget, administrative, and management functions in support of a Government Manager. The CDI Analyst will support all phases of the Congressional Planning, Programming, Budgeting, and Execution (PPBE) process in support of a Government Manager. The CDI Analyst will continuously monitor accounting transaction postings, research posting errors, and coordinate with DFAS to reverse post transactional errors to reflect the definitive resource CDP financial performance. The contractor will maintain all financial records/documentations in accordance with the Financial Improvement and Audit Readiness (FIAR) guidance for auditability purposes. The CDI Analyst must have experience providing financial and operational support in the Defense Travel System (DTS) Budget tool and system for assigning of lines of accounting (LOAs) for cross-organizational (X-orgs) access to LOAs and the internal processing for each department and track incoming and outgoing government funding documents up to and including closeout procedures with the appropriate sponsoring agency comptroller. The CDI Analyst will review data, analyze and consolidate results into management reports. The CDI Financial Analyst must have a working knowledge of different types of funding authorities. Responsible for providing technical, analytical and/or operational support for client programs. Performs Planning, Programming, Budgeting, and Execution (PPBE) activities in support of client programs.; Develops plans including budgets and schedules to meet contractual/project requirements for a client program. Assists senior Battelle and client personnel in establishing and defining program requirements. Maintains records documenting decision making process and results of program changes.

Major Responsibilities

  • Participates in establishing and defining program plans, including cost and/or schedule requirements.

  • Conducts detailed analysis and assessments of project budget and plans to support execution within client procedures and government regulations.

  • Interfaces with client points of contact and team leads to define work requirements, coordinate assignments and schedules, and provide quality reviews as requested.

  • Identifies budget/financial problems and provides alternatives and recommendations to resolve them.

  • Conducts quality control and quality assurance review of program documents prior to submission to management.

  • May assist in developing Battelle program documentation including briefings, draft specifications, solicitations, Statements of Work (SOW), and other project execution documentation.

  • Develops and conducts presentations on program status including budget formulation and execution, cost, and performance data.

  • Contributes to program and task-related reports, briefings, justification and requests.

Position Requirements

  • A minimum of ten years of experience of financial management in a four-star level headquarters organization or equivalent, including a demonstrated knowledge of DOD and experience supporting senior level (4-star level) government agency(s).

  • A Bachelor's degree in a related, applicable discipline from an accredited college or university plus eight years of qualifying experience. Relevant experience can be substituted for a Bachelor’s degree (4 years relevant experience).

  • Demonstrated knowledge of DOD financial management systems and experience as a member on a multi-disciplinary team.

  • Must be a U.S. citizen with ability to obtain and maintain a DOD Secret clearance as a condition of employment.

  • Skilled at mid-senior level oral and written exchanges and demonstrate the ability to coordinate with higher cross-functional staffs including government, military, and civilian organizations.

  • Proficient in the use of all Microsoft Office products, Microsoft Internet Explorer, and Adobe Acrobat products.

  • Requires experience in technical program planning and implementation, contract interpretation, budget development and administration of government programs. Requires experience with government agencies likely to be supported.

  • Must possess outstanding verbal and written communication skills. Must be able to maintain effective working relationships with a broad range of operational users, technical developers and government program managers.

  • Must have a background which would not preclude the granting of a government issued security clearance.

  • Requires a working knowledge of the Federal Acquisition Regulations (FAR)/Defense Acquisition Regulations (DAR), the DoD 5000 series and other applicable government regulations.
