Primary Function

Battelle is seeking a Project/Program Manager to support Special Operations Forces (SOF) and Intelligence Community (IC) projects across various Business Lines of the National Security Business Unit. The position is located at the Battelle Office in Tampa, FL.


The Project/Program Manager (PM) will administratively report to the Business Line Manager (BLM) and functionally report to the SOF Portfolio Manager. The PM will manage projects and programs that vary in budget, scope, complexity, urgency, importance, and classification. They will lead the planning, execution, and sustainment of a project or program in accordance with the established cost, schedule, and technical metrics. One of the primary goals of the PM will be to grow the Battelle Tampa Office with new work that directly supports SOCOM and CENTCOM Echelon 1 commands. The PM will interface with all levels of researchers, scientists, engineers, program managers, managers, designers, and technicians in the US Government and commercial sectors. Up to 50% travel will be required.

Major Responsibilities

  • Balance Time-On-Project (80%) with Business Development (20%)

  • Ensure projects achieve cost, schedule, and technical objectives

  • Interface with internal and external Contract Officers

  • Manage subcontractors to cost, schedule, and technical commitments

  • Develop and lead geographically dispersed multi-disciplined engineering teams

  • Ensure balanced approach to technical and programmatic risk

  • Ensure customers, project team, and management are aware of project risks

  • Ensure resources are available and aligned to support assigned projects

  • Execute multiple projects concurrently

  • Petition for IRAD funding to seed new projects or enhance existing ones

  • Ensure customers, project team, and management are aware of project status

  • Develop and maintain project plans that are scaled to project scope

  • Lead project close-out requirements

  • Generate documentation (white papers, proposals) required to secure new business

  • Monitor financial health of assigned projects

  • Generate project plans, test plans, and test reports

  • Lead conceptual design, detailed design, prototyping, fabrication, and testing Lead laboratory and/or field tests and/or experiments Lead continuous improvement and technical problem solving

Position Requirements

  • Bachelor’s Degree in an engineering program with ABET-accreditation

  • Experience managing multiple projects of varying complexity

  • Experience managing projects from cradle-to-grave

  • Experience managing geographically dispersed teams

  • Experience working with SOF and/or the IC

  • Experience working with US DoD Program Management Offices

  • Experience with environmental test equipment, procedures, and protocols

  • Experience generating proposals, plans, procedures, and reports

  • Experience in confronting and resolving contentious issues

  • Demonstrated ability to communicate clearly and concisely

  • Proficiency in planning and tracking projects using PM software

  • U.S. Citizen with willingness/ability to possess DoD TS/SCI security clearance


  • Master’s Degree in an engineering program with ABET-accreditation

  • PMP Certification or DAWIA Level 2 or 3 PM Certification

  • Knowledge of EVMS practices

  • Hands-on experience in Systems Engineering

  • Familiarity with Configuration Control and Configuration Management

  • Experience with FIPS certification processes

  • Experience with product development and manufacturing

  • Experience with engineering products to meet ISO 9001 standard

  • Experience with Risk Management tools and processes

  • Experience with Root Cause Corrective Analysis (RCCA)

  • Experience with Reliability, Availability, Maintainability (RAM)

  • Experience with modeling of engineering systems

  • Experience with EMI/EMC design/troubleshooting

  • Experience with unmanned platforms, payloads, and infrastructure

  • Experience with data links, encryption, and encoding schemes

  • Ability to develop CONOPs that synergize technologies with tactics
