Primary Function

As a Project Manager, the successful candidate will lead Battelle’s execution of the Air Force Total Ownership Cost (AFTOC) Decision Support System. The AFTOC DSS collects, compiles, stores, and standardizes data from more than 26 cost, logistics and programmatic Air Force data sources. AFTOC combines and publishes summarized and detailed information to approved, registered DoD users and contractors with DoD sponsors. The AFTOC DSS satisfies the need to provide authoritative cost data as directed by Congressional and regulatory requirement, by providing detailed cost information on all major weapon systems and sub-system, including aircraft, space systems, missiles, munitions, ground equipment and Air Force infrastructure.

The PM leads a multi-disciplinary, geographically dispersed team of analysts and engineers in our support of AFTOC DSS.

The successful candidate will:

  • Maintain both formal and informal communications and relationships with clients including responsibility for reports and presentations. Serves as the principal client contact.

  • Define project objectives, scope and resources necessary to meet client objectives and contract scope in conjunction with line management.

  • Communicate effectively with multi-disciplinary teams and line management to monitor project progress, manage critical path activities, and to ensure adherence to key performance indicators.

  • Develop and cultivate strong client and project team relationships.

  • Identify risks that require elimination or mitigation and communicate recommendations to the client.

  • Adjust to changing client focus and priorities along with the ability to understand client intent in order to establish work priority.

  • Oversee performance of all contractor and subcontractor work performed under assigned client contracts.

  • Achieve high technical quality in project activities.

  • Contribute to marketing and project development planning activities.

  • Plan and carry out appropriate self-development activities.

Major Responsibilities

  • Defines project requirements that identify all elements of cost, schedule and technical performance. Examines teaming options and completes preliminary teaming agreements. Identifies and plans for system management requirements and controls relative to the project. Leads development and refinement of the program Work Breakdown Structure to a level sufficient to identify all the work required for project completion. Directs estimation of project costs.

  • Manages cost, schedule and performance. Implements project change management and control. Establishes project performance metrics that ensure successful completion of the project. Exercises control of project variances through root cause analysis and correction using tools such as Earned Value Management. Assesses the project impacts of scope, schedule and budget change requests and takes requisite action. Ensures that the project is maintained within the scope, budget and schedule of the baseline agreement and changes the baseline when appropriate client directed changes are approved.

  • Recruits, selects and negotiates with product line management to build a project team. Continuously assesses strength of team and makes changes as required. Structures work of the project team to enable members to effectively use their talents, experiences, and skills to achieve common team goals.

  • Proactively communicates with clients to ensure they are an integral part of the project for clarification of requirements and regular assessment of implementation progress. Builds client relationships to sustain and expand business opportunities. Influences client opinion on future program direction. Stays informed of the customer's business plans and priorities. Identifies high growth/value opportunities for Battelle with the client and establishes opportunity development capture plans. Positions Battelle to win follow on programs. Provides sales support to the business development function.

  • Collaborates with the Business Development staff to establish overall proposal strategies and themes which clearly differentiates Battelle from other potential providers of service. Coordinates the selection of proposal team member organizations (strategic partners, sub-contractors, universities, product lines, etc) and the efforts of the proposal team to formulate an offering that persuasively presents the project approach that meets the client needs and documents the value created for the client by this approach at a competitive price.

  • Provides project management expertise in contract negotiation activities and shall be knowledgeable with contractual issues relative to the project being managed relevant to scope of the work and scheduling and subcontracts.

  • Prepares and presents presentations to internal management and to external customers to provide reviews and updates on technical aspects, cost, and schedule.

Major Responsibilities

Applies processes and procedures to identify, analyze, classify, prioritize and manage program risks to formulate a risk management plan that assigns responsibility, determines approaches and specifies mitigation approaches and contingencies in the risk management process.

  4. Integrates safety policies and regulations into the project plan. Directs the process of early identification, analysis, reduction or elimination of hazards. Directs development of program safety measures and implementation of standard workplace safety practices, to mitigate injuries and foster a healthy work environment for staff.

  5. Stays abreast of Project Management best practices. Knows, understands and applies the Battelle SBMS processes and procedures. Implements Project Management best practices and management policies. Understands, embraces and executes relevant Quality Systems and applicable industry regulations. Maintains a thorough understanding of and ensures compliance with applicable government and industry regulations.

Position Requirements

At a minimum, the incumbent must have a Bachelor's Degree in a technical or business/management field from an accredited institution. The incumbent typically has five to seven years of project management experience.

  • Bachelor’s Degree in engineering/ technical or business/ management field

  • 5-7 years of project management experience or leading project teams in managing complex government contracts preferably related to USAF or other armed services cost and logistics data warehousing.

  • Experience defining project objectives, scope and resources necessary to meet client objectives and contract scope in conjunction with line management

  • Experience with Air Force cost categories and programming experience by weapon category

  • Experience with OSD CAPE cost categories

  • Experience with DoD VAMOSC systems

  • Experience with database and warehouse management

  • Experience monitoring work of subcontractors and implementing corrective action(s) for issues identified

  • Experience assisting with the development of proposals and pre-proposal documents

  • Experience managing the performance of the project budget and recommending reallocation of resources as necessary

  • Must be able to multi-task; utilize problem solving and interpersonal skills

  • Ability to think, work and act appropriately with minimal supervision; adjust to changing client focus and priorities and understand client intent so as to establish work priority

  • Excellent written and oral communication skills with ability to represent Battelle at conferences or public forums

  • Proficiency in Microsoft Office applications

  • US Citizenship

  • Eligibility and willingness to obtain a US Government security clearance
